Step-by-Step Instructions

Step 1: Get Ordained

Become an ordained minister at Open-Ministry.org. It is free, instant, and provides the legal standing required by California Family Code Section 400.

Step 2: Order Your San Diego Minister Package

While the county doesn't require you to file paperwork, many venues and professional planners in San Diego request a physical Ordination Certificate and a Letter of Good Standing to verify your credentials before the event.

Step 3: Verify the Marriage License

The couple must obtain their license from the Assessor/Recorder/County Clerk (ARCC). It is valid for 90 days. Ensure the "Issue Date" and "Expiration Date" are current before starting the ceremony.

Completing the Marriage License

  • Ink Only: You must use Black Ink (blue is sometimes accepted, but black is preferred for archival scanning).
  • No Mistakes: Do not use white-out or cross out any text. If a mistake is made, the couple must purchase a duplicate license from the Clerk.
  • Officiant Section: You will fill in the date and location of the ceremony, your signature, your title (e.g., "Minister"), and your church address (you can use your personal or ministry address).
  • Return the License: You are legally responsible for returning the signed license to the San Diego County Clerk within 10 days of the ceremony.

Local Rules & Timing

No Waiting Period

The couple can get their license and be married on the same day.

Military Proxy

San Diego is a major military hub. Unique to California, an active-duty member of the Armed Forces stationed overseas in a conflict can enter into marriage via military proxy if they are unable to attend the ceremony.

Beach & Park Permits

If the wedding is on a San Diego city beach or in Balboa Park and involves more than 50 people (or equipment like chairs), the couple must secure a permit from the Parks and Recreation Department.

Frequently Asked Questions

Q: Do I need to show my ordination papers to the Clerk?
A: No. The Clerk’s office does not verify minister credentials at the time of filing; the state relies on the officiant to be truthful about their status.

Q: Can I officiate if the license was bought in another California county?
A: Yes. A license bought in Los Angeles or Orange County is valid in San Diego. However, the signed license must be mailed back to the county that issued it.

Q: What if the couple wants a friend to do it without being a minister?
A: San Diego offers a "Deputy Commissioner for a Day" program for a fee of $115–$120. Getting ordained with Open Ministry is a faster, free way to gain the same legal authority permanently.
